Hostile Waters/Disfavors dead?

I remember discussing this with Haron, a few months ago that the Hostile Waters and Disfavor Voodoo Cards have slightly gone down in value down to the Piracy and Skirmish Tech. A player can now earn, what they could with two attacks (Maybe three?) with one single attack. Of course this is good, however I believe Hostile Water should be changed to:
+12 extra danger per attack... (18 Total Danger Points per attack)
And disfavor, can stay the same.
What do you guys think?
