SDK inferred that they were flogging "dead" donkeys.
There are several violations that are occurring if true.
I doubt SDK is a licensed donkey herder or trainer, nor did he have permit to flog them. As well there are specific restrictions on Flogging a Sacred Animal of Avonmora.
Sections 3, 9, & 10 of the Sacred Animals of Avonmora Act. Just in case you misplaced your copy.

a. Sacred Animals can only be herded and trained at a licensed facility by a licensed trainer.

9. Flogging Restrictions
a. Flogging of a Sacred Animal requires the issuance of a permit.
(i). Permits can be obtained at the Sacred Animals of Avonmora Office.

b. Flogging of a Sacred Animal that is dead or in cessation is strictly forbidden.
(i). If cessation occurs during a Permitted Flogging, flogging must stop immediately.

10. Death/Cessation of Sacred Animal
a. All deaths of a Sacred Animal must be reported to the Sacred Animals of Avonmora Office.
b. Any Sacred Animal that is in cessation must be reported as if death has already occurred.
Now, there would be a slight difference if he only witnessed the flogging and wasn't actually doing it, but there are still penalties for not reporting and not verifying that a valid license and permit are present.
