a. Sacred Animals can only be herded and trained at a licensed facility by a licensed trainer.

9. Flogging Restrictions
a. Flogging of a Sacred Animal requires the issuance of a permit.
(i). Permits can be obtained at the Sacred Animals of Avonmora Office.
(ii). Additional Restrictions may apply.
b. Flogging of a Sacred Animal that is dead or in cessation is strictly forbidden.
(i). If cessation occurs during a Permitted Flogging, flogging must stop immediately.

10. Death/Cessation of Sacred Animal
a. All deaths of a Sacred Animal must be reported to the Sacred Animals of Avonmora Office.
b. Any Sacred Animal that is in cessation must be reported as if death has already occurred.
