Well, after a few weeks of somewhat desultory use, the bounty board has exploded into action with the recent 'dispute' between VUDU and MERC boiling over : and yet again, we get a raft of bounties and none of them even meet the market value of the card in question, nevermind offer a bonus for undertaking the action and receiving possible retribution for it.
This is cheap in the extreme, as we all know both sides in that conflict aint short on cards or coin : do they prefer to sell them in the market while paying others half-price to cast them?
But we cant blame VUDU/MERC for all the bounty boards ills : lets face it, there have been few bounties offered which have even got close to the cards true value, never mind rewarded the effort of casting.
In effect, the way to collect is to be casting the stuff anyway, for your own reasons, and hey, you get a bonus : but for its own sake...its a waste of time, me dears....

Actually those HN's are quite tempting. At an average cost of 0.34 credits per card and 200k per bounty it might just be worth it.

Bounties placed are determined by the placer. I agree with Danik that usually many bounties are too low to be worth it in themselves, but I guess that's up to who placed them. If they really want someone hurt, they need to up the bounty money. Or contact a Naval Combat Solution Provider directly, of course.
On a side note about the current bounties: They may not have been placed by who it seems have placed them. There are some who seem to have an interest in sparking conflicts that are not necessarily there. So I guess that can be another reason for using bounties (although in this case it should be rather transparent to those involved who is behind it).

It's dangerous to assume the source, as you said, some folks enjoy exacerbating a situation.

In regards to the OP, I agree. These bounties are all basically way too low. You have to at least cover the cost of the card but you also have to take into consideration the target and the risk the caster will assume.

Several factors here. First, the price of credits right now makes every card cast extremely expensive. Second, as Banger said, risk v. reward dictates value. Third, this is where I could see the use of Letter of Marque as having value. Bounties for Individual players, yes, but in a conflict scenario, a LoM could be issued against an offending nation or guild.

I must have missed the VUDU/merc war. When did it occur, I have seen pulpop throw a 3 day long tantrum on Lilone, after I cast 100 assassins on him and then he lost like 8 60att ships and some sabos on a couple more I received some fojs which were fun but where is the war because I havent seen it.
Bounties are distractions imo, but ill log in later to see if there is a real war. I havent seen one yet.

I never called it a war... I called it a 'dispute'... which description is surely beyond.. erm... dispute?

Lol, makes sense I guess. I would call it a temper tantrum of a Napoleon complex afflicted tyrant to scared to hit more than a trader but I'm a newb what do I know lol.
By the way just an advertising plug 3 of those ships are currently on the market if anyone wants a decent ship or two or three lol.

No war yet, dman, despite your many attempts to make one start.
And this only goes to show that there are many reasons for placing "cheap" bounties. By placing such cheap bounties, dman tries to spark a war without any real cost, as the bounties are so low no one will probably collect them.
