Well if the Montenegrin PM knew his place, in the back right corner of the group, he wouldn't have been moved out of the way by Trump.

In all seriousness I watched the video and have seen the photos, there was no ill-content and I wouldn't call it a push. They were setting up for an official photograph which had assigned places, and both President Trump and the PM of Montenegro had no issues and reportedly were chatting and laughing immediately after Trump moved him out of the way.
