I think that may have been the intention, but I don't really think that's the main effect. If you are a big trader, would you really want to give a pirate the option to use the avenge ability? That's what's gonna happen if you retaliate with voodoo...

Aye, that be truth but normally a pirate/Privateer starts a conflict - Normally with 3 Fugitive of Justice/ 2 Hostile Natives of which the Merchant can respond into Confuse and silence him for the next 24 hours.
Tested with Pulpop, he used 5 Serenity and 6 Purify ( I think ) and failed to remove Confuse.
No its not, at first i was thinking the same until there was avage on tax. I think avange on tax was made vs pirate but, it works a lot better vs a merchant and my god that was so op.
I think Avenge was designed to counter the players who aggressively attacked with voodoo and had huge voodoo stashes. Whether they be privateers or pirates. It gave the user a good counter without them needing to cast a lot of voodoo.
