Pirate turns to Privateer

I, Henry Avery have now given up the Pirate Life.
It has done me' well, provided me with my current voodoo chest, and a grand fleet - But now I seek to achieve something else.
I now turn all my loyalty towards Isle of Man.
To me friends that be Pirates - I wish ye all the best, let plunder be on your side.

Privateers are a mix between pirates and merchants. They keep maybe 10-30 trading fleets and a few war fleets. When provoked, they will sell all their trade fleets and start raiding with their war fleets. They as well are usually more aggressive than merchants, but less aggressive than pirates.
Basically a flexible merchant.

some are more powerful then others and some outclass some of those who call themselves pirates
