can someone please explain to me why it was changed so dukes and governors have to start their own payouts from the nation treasury? it is getting very annoying. I know there has to be a reason i am just not seeing it...

i think its so that someone cant send it to a inactive and then farm them for gold

It's more likely that a noble send gold to a lower rank person and farm them.

You can send gold to anyone in nation. So why is it limited to dukes? You could as well send gold to a citizen and farm him just as well as a duke.

Due the happenings in mexico and usa it was changed because with previouse mechanic attacker could spam defender with 1 gc and pervent them from defending nation and treasury or at least that's what I think

No official reason was given for the change, nor was there any prior (public) discussion : it was announced, that's it : work with it.

Thinking on this subject : I do wonder if a slight reversal would make for a more interesting set of strategies : how about if it was changed so that a duke/governor/king could NOT propose a pay-out vote for themselves, only for another?
