Nope. First draft was September of 16. I have only been in game for 2 years

Annual literally mean occurring once every year. So the 4th annual would mean the draft is on its forth occurrence and it started 4 years ago.

Semiannual or Biannual means occurring twice a year or every 6 months. That's why I said, you mean 4th Semiannual/Biannual, as in 4th occurrence over 2 years.
