I counted about 25 ships though I could be off, and I hear there may be some other fleets elsewhere that could show up. Apparently a large bribe was given to most if not all scouts to not warn anyone of the fleets coming.

Damnit son, what are they?! Sloop? Frigate? I assume they're sloops as that's what most pirates and pirate hunters have.

You can see the bloody fleet yourself its nearly here.
It looks to me like a few frigates, and a bunch of sloops.

The fleet begins forming a line, all their ships aiming their guns at the port's docks. A rowboat is sent from one of the frigates. As it rows Frank shouts to the men in the tavern.

Mates, you all might want to either hide, or get ready to fight. My recommendation is to hide until they leave, then see about picking them off one by one later or having a big ambush on them.

Frank sits out in front of the tavern, bowl in hand, reeking of rum and occasionally mumbling coins for the needy, but keeping his pistol at the ready under his rags in the slim chance he's recognized. He watches as the men on the row boat make an announcement that they are currently hunting down certain pirates, and they believe at least one is hiding here. All the ships docked will be checked, and if found to be stolen or belonging to pirates will be claimed or burned. The men begin heading back to the docks to begin their inspection. Frank curses as he gets up. He walks into the tavern and shouts to the back.

Oy, Robert I don't know if you heard what I heard but its not good.

Frank repeats what he heard to Robert and his men. He then calls to his men-all of whom followed what he did and all look like beggars and drunks. He then gets an idea.

Robert, me and my men can go and pester those men to distract them as beggars, and you and yours can go and see if you can pull something off while we do that. Maybe jump those men while we distract them. Unless you got a better idea. I'm not a smart man so you probably do.

roberts opens the door a bit

Jumping them will do no good, we neeed to break their blockade. My flagship, royal fortune, isn't in the harbor, it's a couple miles from here, if we could get to it, we could break the blockade. There ships are all sloops mostly, there are two small frigates. I also have a 30 gunner, a 20 gunner, and two 12 gun sloops, Royal Fortune has 52 guns. If we sneak up in them and pretend to be navy, we could destroy them.

I don't think sneaking with a 52 gun battleship would be easy...we could try burning their ships while the men are away.
