The game provides you how much of the gold in your bank belongs to you. By taking only what belongs to you, you never have to worry about touching gold that isn't yours. It is quite an easy concept to follow.

If that is truly the case, you have to much gold, simply upgrade your bank. Every level allows you to deposit another 100 million. It looks like your bank is a level 2.

33 million in coin and gold bars for lvl 3 (plus some resources). This solves both your problems.

#1 it allows larger personal deposits so you wont force people to remove their accounts.
#2 It relieves you of the burden of having "more gold than what can be kept in their accounts".

Bank remains open while it is being upgraded.
