Rare X Gold+15

X is how much gold you pay in addition to 15 turns.

Give target player 1/2 million gold (from your account)

Target player receives an extra number of gold based of half of X.

So that if X is 500,000 gold target gets 1/2 million gold plus 250,000 gold. for a total of 750,000. Which in turn comes out of the givers account.

This card is merited because enough gold to make a single second boat would require more then 10 buried treasure cards, for the virtue of helping new players get a jump start this would make a good prized rare, and or reward for top helper.

There is an incredible amount of inflation in this game, which makes sense. But a millionaire has exactly what a new player needs while a brand new player has to be able to buy things in the inflated system for months before he can handle economic transactions at a scale approaching a blue chip player. As such there should be a way for blue chippers to move gold down in the economy,

making this card would encourage player retention significantly. more importantly it wud give new players a glimpse of the running game in the first few weeks of play, instead of after an extended period of lightly rewarded struggles.....

Yarrgh! I agree with the idea. But the amounts and sizes of gold could be assigned with a formula which would rise the sum of gold the helper pays, depending on his fame or other factors. A formula of the type that Governors' daughters have. The adventures with the daughters start giving more fame after every specific amount of fame you possess.
To example my addition to this idea:
If you reached fame 100,000. With the "Tear of Midas" card the addresser can give 50,000 to someone and with the card physics Jesus Zombie has suggested, the addressee would gain 75,000 gold.
If you reached fame 1,000,000. The addresser can give 500,000, the addressee gains 750,000.

using a fame ladder to allow extra wealthy to be a distributor in larger volume if they are notoriously famous.

so in short, it would give the ultra rich the option to be Ultra Generous, and thus a capable benefactor of... ahem, financially un-prepared average players, or perhaps extra super capable for a brand new player....

To be honest:

This card would be great in times of war

This card would boost someone's gold A LOT

If someone wanted to loan money:

This card would get rid of the necessary ship to do a large loan

Less need for commandeers for loans.
