Turns shouldn't be to high else it wouldn't outweigh fast travelling around.?
I think this card is a good idea, If it could be casted on allies in specific ports then could also help new players that square against one they can't beat, just remove it for them...

5 turns would work, only a handful of times moving port could be cheaper.
Uncommon or Common though? It's a useful card but it's a single shot and you might need another 5 turns later if your unlucky.

But if this card is common then Pirate Hunters would never be an obstacle. I think it should be uncommon because a Pirate Hunter is very strong and a voodoo card to remove the Pirate Hunter shouldn't be a cheap 1 credit common card.

If you are a big player, you will have many of these cards. But if you are a big player, you can beat Pirate Hunters with you 5 SotL fleets, MoW, Pacifism or whatever.
If you are a smaller player, who is actually in need of a good NPC grind. You will actually need to strive or these cards, making them viable to nudge new players faster through the ranks, encouraging player retention.

This card is a good suggestion for new players but does have a lot to work out. As said earlier, by Capt.D, "if this card is common then Pirate Hunters would never be an obstacle." While this is true, the goal of the card is to benefit newer players as explains in Zombie_Jesus's previous post before this.
Things that should be discussed are:
Rarity
Turns Needed
Card Type: By card type I mean should the card be an enchantment where it last for 24hrs yet reduces the chances of seeing a pirate hunter by maybe 50%, or be instant, and the target be a port, where it will instantly remove the pirate hunter.
