There are many inactive, they have been stripped of fleets and ships but they still have officers. To that matter there are many active players who dont utilize all their officers either.
I suggest a new Rare card:
Shanghaied
A random unassigned officer joins your crew from the target player.

On the fence about this as you could leech off of players like CDV and all. However I'm not against it

Since Assassin and Bribe are both Rare cards...... This would have to be a new category of card.

Clock i agree, you could leech cards off others, but when you get to 6 mil per captain would be nice to do, also, no different that commandeering all them un-used ships

You get to select your targets with commandeer
Plus ships are much cheaper than officers in the long run

As a rare card, no.
This is something I could see being crafted in the Witch Hut.

I'd warn caution against something like this, it could open the doorway for milking.
Flipping low cost captains to high officer players.

Yes. This is why a card like this, if implemented, would have to be a witch hut recipe and incur a cost to produce and use.

Very good points i didnt think of... I just wish there was a way to snag them officers that didnt involve 6 million dollars a head lmao!
