Advanced piracy can be used by non-pirates? Then it isn’t real “piracy” if more than pirates are using it.

By its name and nature I believe this card can only be cast on pirates, those flying the black flag.

I also think it should go from 2% increase to 3% because of this change.

I don't think separating existing voodoo into classes beyond what has already been done is that great of an idea. It opens the door to removing other curses.
For example, being that pirates have no port, it would stand to reason they could not use port voodoo, and without a bank, they couldn't level up cunning accountants etc, the list and seemingly rational arguments could go for days.
