I think Tax Evasion should be common/uncommon. As it only target one fleet, I don't think it will save you that much money.

say that a certain citizen of Grenada owns 791 ships. cast a taxation and an evasion wait 3 days and fraud him. normal taxation would be 791x50=39550. add taxation: 158200; three days: 474,600 The fraud card would drain 4.7 million. nice start of a raid

now our certain Grenadian is alert etc. but what about the weekend traders?

Maha, evasion only works on a single fleet. You would have to cast a minimum of 159 evasions to cover the 791 ships.

Well....

If all ships of the target player, I would make the evasion card work only on oneself. Otherwise you just made a troll card.

If a specific number, I would say no more than a 100 ships per cast.

I would also assume that Fraud would check if the evasion actually occurred, not just if the card was cast.

you're right!

if it's only 1 fleet, than it's hardly the bonus; even with a 1000gc ship tax it will bring 5000 gc tax evasion. that would be the cheapest rare voodoo card ever.

Treasure fleet is Rare and it affects one fleet.
