Effect: For every extra 2 turns invested lower the die roll by 1.
(1d20 attack dye with no extra turns invested is now 1d19)
(1d20 attack dye with 38 extra turns invested is now 1d01)

more appropiate name albatross
the albatross good be a goodluck or bad luck charm.

i would make it fleet specific

extra options:

it is definitely bad luck to shoot and kill an albatross, removing the curse results in losing as ATT point on one of the ships in the targeted fleet

when cast the caster can choose 'bless' or 'curse'. when cast it has a 10% chance to do the opposite.

I agree with Maha that it would have to be fleet specific. You could effectively deliver a crushing blow to every fleet owned by a single player using a relatively cheap fleet and 43 turns.

I don't think we need anymore "voodoo" cards that affect battle mechanics.. we need battle mechanics that affect battle mechanics!
