I find this card to be overpowered with the "can not sink a ship, or drop a level of a ship".

I find no problem with the 2+ Danger Rating card, as long as theres a -2 Danger Rating Card to counter it.

Perhaps Can not sink a ship, or drop a level can be a different card altogether.
