-1. this card is too powerful. it might work as a legendary but the cost will have to be appropriate.
this voodoo as it is, is essentially a stronger version of conspiracy.

This in all seriousness, this isn't a bad idea. Just isn't a good one. It looms in the center of good and bad, and thus isn't suffice.

Instead of a nation I think it would be wise to have the card select a player.

It was my initially idea but think it would be too much like the voodoo we have, so I went with this.
