William One Eye made an interesting Banana Party suggestion which got me thinking about this suggestion:
Name: Hostile Seas
Rarity: Legendary

Duration: 6 hours
Stacks: Up to 2 times
Turn Cost: 18
Description: All plunder actions made by any player in the target port requires +2 turns. and the plundering fleet receives +3 extra danger.
The target port has an easily visible message on the map and the market page saying "Hostile Seas! 5:28:37 remaining"
If a "Relentless Piracy" spell was cast on the port then this spell reduces the stack of "Relentless Piracy" by 1 instead.
Crafting cost:
10x Hostile Waters
5x Disfavor
5x Control the Skies
1x Vengeance of the Witch Doctor
2x Confuse
Crafting Duration: 48 hours
Flavor Text: Your Master Witch Doctor has taken control of the seas surrounding the port and has summoned a torrential downpour to interfere with any sailing vessels attempting to fire their cannons.

This is an expensive defensive voodoo spell that can be stacked up to 2 times to make for +4 turns and +6 danger per plunder. This only affects 1 port so it would most likely only be used when a huge player defends against a massive raid on their fleets in a certain port. The duration is only 6 hours so any player keen on plundering need only wait out the storm in that port or cast a "Relentless Piracy". The defending player (or guild) is able to possibly reduce damages so that they don't lose everything.
NOTE: Here I have suggested a 'counter' card to the Hostile Seas suggestion which has the opposite effect (or cancels the effects of "Hostile Seas" active on the target port).
