(Common) Lost Crewmen

Target player's ships that are currently in travel will gain 10 Crew each hour.

With Shadowood's suggestion of killing crew with cannon, and my inner lazyness, I think this would be useful if crew killing is gonna get added.

-1 from me for multiple reasons.

first of all, we should probably wait to see if it gets approved by admin before suggesting voodoo for a feature that may never come,
second, this card is too powerful to be a common 1 crew a minute for 3 hours with a 3 stack is 540 crew. that's almost enough for 2 MoW.

Oh, I just realised its too much too, its the same as spawning in npc using TI amount if you have a lot of ships.
