Really just modeled after assassin. Could be devastating or a waste of turns depending on who you cast it on.

If warehouse is full then stores are lost with level loss.

I would also like to point out the possible bounty implications. 250k per on selecter #player and port @ 25 million total bounty.

i don't really like the idea of a card to damage warehouses. also, what would happen if this card is used on a level 1 warehouse? would that mean you would have to send a fleet back to that port and rebuild it? if so, then this card would be very annoying.

i would suggest that it could take a warehouse to 0

This would make the rare value of the card relevant.

Perhaps if stores were lost with level, caster gets 30% of GC value of lost stores.

This card wouldn't serve me at all.
I just think it fits the game.

I can see the lost levels element having some use as an 'annoyance' card : this would be particularly annoying for a high level warehouse costing serious coin to repair : in this way, it references Call Leviathan so fits well in the game : but we already have the rare card 'Official List of Demands' to destroy goods in a selected port/warehouse so I'm less inclined to agree with that part of it. I'd go with the goods being lost if the level drops below the amount stored but see no reason to pay any of its value to the caster.
