Does this target a player wanting to take their own treasure out of the ground?

+1 except for the name. Maybe like Hardened Sand or Struck Clay, both of which are not easy to dig through.

i am fine changing the name to something else.

i envision this card being used in unison with blacklist and such when you want to prevent people from getting more gc while plundering them. i think making it to prevent recovering your treasure would be too OP, so just went with a % of turns needed

A word change is needed in my opinion, recovering does not fit. That implies something was lost and found again.

I think there used to be a voodoo idea that was the same as yours, it soon changed into terrorise.

i am simply using the words from the game. if i change those words, the card makes no sense in relation to the game. a word change would be an issue for the suggestions forum

but doesn't terrorize only prevent a person from searching for treasure? this one relates to recovering your own, buried treasure

It also stops someone from recovering your own treasure, of a target port.
