- 10% defense
INTOXICATION
the crew drank all the grog and is feeling incredibly brave,
they will fight extra hard, but are likely to lose.

Self Cast - 35% chance to reverse the effect-
+ 10% attack

If cast on another player, chance to fail is the same but effect changes to:
- 10% attack
- 10% defense
INTOXICATION
the crew drank all the grog and is feeling incredibly brave,
they will fight extra hard, but are likely to lose.
(Maybe for this part it would require the fleet to have some rum on it, and then the rum is depleted to increase the chance of it not failing?)
The turns will need to be more, though.

kind of like a Like a rum party but before your fleet gets to port. I think that would make it to complicated to be functional but I like the idea. Maybe a separate card RUM MUTINY -If cast on a fleet carrying rum, the crew consumes the rum and abandons the ship when they reach the next port. Target player gets no money for the emptied barrels of rum and has to hire a new crew.
you could possibly make it general or add potentially make it formula based so it functions based on the number of crew, amount of rum, and travel time. So target player may have a partial or total loss

To tell you the truth, this is quite useless, I would just use bless and drums of war then this. Those can't fail and have side effects, they are so much better then this.

Its more of a chance gamble card. similar to death poker
you could gain something, you could lose something.
the risk is why I put a low turn usage on it
I do see what you are saying about bless and drums of war combined being better
