(Rare) Eyes Everywhere - Suggestion

I like Hawk's approach. I especially enjoyed this suggestion:
4) Choose one of your own fleets as well, that fleet also gains danger

I agree it needs more ironing out. A perfect opportunity to think more card abilities and put them on this card.
