Again, I'm assuming this card is supposed to assist with capturing ships in raids... putting a % taken makes it a more viable option for both merchants AND pirates as the victims....

then it defeat the purpose of the card . As the name of voodoo 'Merchant's Nightmare' , So, this card must be harmful to merchant and not pirate.

Who uses a hostile native on ONLY a merchant? Voodoo is indiscriminate....

And how is a 'merchant' defined? Has to be simple and clear for the card to work : any fleet carrying goods? Any unarmed fleet? Any fleet not containing a recognized warship? Cos otherwise, we are all merchants, we all move some goods, the top profit fleet/s for months here were actually full-on sotl-led war-fleets earning their corn between raids : even the self-proclaimed 'pirates' trade to some extent, a few of them run 10-20 fleets of traders ; so, are they merchants or pirates then? : all of which kinda makes a card based on a distinction between merchant and pirate a bit of a nonsense, no?

Its for any player but is especially helpful for capturing ships when a player has just a howker at the end of all of his fleets and you can't get to the ships.
