This is an interesting concept. I do believe it has been suggested before but cant remember the name. (have you gone through the 500 voodoo suggestions from players yet?)

I don't think a multiplier is needed. Just a random output of order, 1 time. The attacker would have to cast a new spy network to see the new order, which make this card a bit more of a headache, but the outcome could be disastrous for the victim, if they are not on. Especially those who only run 1 tail ship.

The name needs to change... perhaps something like "Dense Fog". Description - The fog rolled in so thick the fleet could not stay in proper order...

Due to the power of this card, I would suggest it be a Legendary, so come up with a recipe for it. I would like to see your thoughts.

I think this has merit as well. It's a bit of a blessing and a curse because it would allow for ships to be stolen easier but if a sloop gets put in position 3 you might only get 2 ships as the ransom for better ships could not be paid but could cover the cost of a sloop which would either mean you have to use 10 levis to clear the sloop or be happy with 2 ships. Still a cool idea. Look forward to seeing it develop.

1st Edit. This one goes to Shadowood and his suggestion to his legendary idea. I feel this card wouldn't be worth as a legendary with its original effect, so i gave it some beef on this one. Because you can have only 1 legendary, this is the reason I beefed it up. Although the timer on it happening every hour could be a headache. I'll happily take that out if that is wanted out. Of course, this is only the legendary (that I think would be) version of this card. If you guys want to stick to the rare, that is fine or to not change the effect at all as a legendary.
