it really is unfair to Spain playing citizens. what if they casted this card? they cant attack their own nation, and they wont be able to attack any other nation with 3 fleets, but others can hit them with 3. Voodoo should not be biased for, or against any nation, unless its a pirate only voodoo(if they ever make one).
