cheap labor

Not to effective or it wouldn't destroy any other card...

I think the name of your card should be changed to "Rushed Labor" since the ship building is not cheaper, but more expensive.

+1, I think +20% gold cost is needed, maybe +30% since the build cost is really nothing compared to the level 10 gold cost.

should be adapted for scale. double or even triple gold would be more more appropriate, even for a 10% decrease in turn expenditure.

Applied to an Sotl, turn cost savings at 10 % will be 14.5 which is less than the card's turn cost. Even at the original 25%, this card will break even at War Galleon and will only work for 4 ships: Frigate, Flag Galleon, Large Frigate and Sotl; with a cost savings of 5,6,13 and 21 turns respectively.

Are you suggesting that the card cost less or have a greater effect to balance out the turns used?
In the beginning, the world was created. This has widely been regarded as a bad move.
