When posting ideas for cards, one needs to think of the consequences as well as the benefits. Sure having our fleet reach each port immediately sounds good in theory, but you have to consider Danger. This might rack up danger making us vulnerable to plunder.
In order to get either a ship or credits from a card, it would have to be extremely rare and would require some sort of sacrifice, be it turns, money, or a combination of both. I can't even begin to think how many turns would be needed to have everything you suggested achieved. In thinking about the cards already in play, Expedition Journey only gives you a level. Where as Tidal wave is the luck of the draw.
I do think this card, with it's cons, would still make the game too easy.
