Not with the thoughts of edits I have. Would double turn costs on norm conditions, then with no ships, triples it. This is excluding the avenge ability out of the equation

But I think the biggest thing is why would anyone not have any fleets with ships in it? As other people have pointed out, even skilled which doctors keep a few fleets at hand in case they need them, so that ability would be pointless.
