Each officer has his own formula. The cost for the new officer of each is calculated as shown below:

Captains = (Current Number of Captains + 1)^1.5 * 400
Admirals = (Current Number of Admirals + 1)^1.5 * 2000
Merchants = (Current Number of Merchants + 1)^1.5 * 1000

I just got the chance to learn the meaning of the equation you gave. It's understandable now. Thanks.

I want to suggest a modification to the equations.
Now we know that an admiral can control up to 5 captains.
And to get full fleets you end up with 150 captains but 30 admirals at which point the cost difference is huge.
How about making the cost of captains factored into the number of admirals too?
