I don't think this is normal, but I was just about to send a fleet on a shipwreck hunt when I used the "instant travel" option. The number of turns went down alright, but the ships were still on the way, and the time was unchanged. Really annoying...

If you send the fleet to another port, the fleet first needs to travel there. Therefore at such a case, you need to instant twice in order to make the fleet available again.
