Skirmish Evasion

Does a succesful evasion count as a skirmish defend?

For example let say a player with just 1 fleet gets skirmished and his fleet evades. May he or may be not get skirmished again in the same day?

Previously, an evasion has been counted as one skirmish opportunity used up, so yes, it would be same as a defend. Whether that still counts the same way under the new system is not absolutely clear but it hasnt been said otherwise in the update announcement.

Evasion counts normally.

Yes Captain Jack, thank you for separating the thread, could be useful :)
The question was if an evasion counts as a defend.

Hypothesis:
Player A skirmishes Player B. Chances of B fleet to evade are 10%. The fleet evades.
A attempt to skirmish B again (in this example Player B owns a number of fleet greater than 10, so that B can actually be skirmished again today).

Are now chances of B fleet equal to 13% (as the evasion counts as a defend, 10% + 1*3%) or are they still 10% (as the evasion does not)?

This is a different example but the question is if an evaded skirmish does count as a defend.
