if someone casts assassin and lets say a merchant dies, if the victim now doesn't have enough merchants for his fleets, does one stop or does it have no effect until he wants to create a new one?

i think the fleet will keep going but then to get the next fleet you need 2 captains

It will affect when you decide to start new trade route
