Owning a port will give up to 30% discounts on shipbuilding and level ups and 10% additional trade revenue.
A port population contributes to a nations tax base that in turn raises a nations treasury that can be accessed by a countries council

You must be a citizen of a country to be a recipient of its treasury.
This makes multinational guilds difficult to disperse fleet or trade assistance to guild members that require or deserve it as Guilds have no ability to maintain a treasury.

The War Galleon is a much heavier ship with more cannons. It takes more crew to man and carries less cargo. It is a slower ship than a Galleon that is all there is to it. Sorry, it is no more complicated than that. In fact you can expect a War Galleon to take approximately 30% longer to get some where than a comparably equipped Galleon

Flag Galleons run considerably faster than War Galleons and is comparable to the regular galleon in speed. It may even be a little faster.

my question is, how is treasury dispensed to its citizen? and how can a nation disperse fleet and trade assistance to its citizen? moreover, is trade revvenue computed at end of each trade transaction in each port a certain visits?

Treasury is dispensed by a countries council where the recipient is nominated by a council member and voted on by all the members of a nation. A simple yes or no vote by a nations citizens determines if the vote passes or not.

wow thanks, so it means not all citizens will enjoy/benefit at the nations treasury except the discounts in shipbuilding and level ups and the additional 10% trade revenue computed each fleet's traded a port it visited?
