You have to wait for it to arrive, it will become "free" but you have to wait, unless you want to pay that many turns.

This is a known Issue.

Gold bars are created by players only. To do this requires a hideout and a goldsmith building (extremely expensive).

You can profit by buying and selling between ports. Recommended to do this manually as it requires constant monitoring. As a new player though you may find it much easier to trade in other resources until you have a warehouse in every port and have a bette grasp of the game and trade mechanics.
