Academy Levels

I have a question about academy and the research technologies. Why is it that I can raise my researched technologies to higher levels than my academy?
For example: Academy level is level 10. But I can raise my individual technologies (Piracy, metallurgy, skirmish, etcetera ) to levels above that. Gunpowder is level 15. That's five levels about my academy. Is it supposed to be that way? Or should you have to raise your academy level up before you can get the technology any higher? Does my level 15 gunpowder research work at academy level 10? Or is its effect limited to the level of your academy?

I believe that it should be that way at least as academy is set up now... It will take 10% longer time to be researched than with lvl 15 but it's still can be researched... At least that's how I understood mechanics of academy...

Academy Level impacts the research time only, if my memory serves me correct. Tech levels produce their respective benefits irrespective of academy level.

academy level has no impact on what you can research. i have academy level 1, but still have piracy level 11
