deznuts, 5M is a good chunk of gold daily. and you can give 5M to multiple people, and most nations don't earn all that much gold. and even the ones with several ports don't earn too much.
Ex.
Spain averages around 14M at the moment in daily revenue from ports(did the formula of tax paying citizens). so 14M a day in profit,
5M being the hard limit makes up a THIRD of this revenue. lets say king takes 5M, and then 7 governors would also want a share, so lets say 2.5 M each
that equals 22.5M, which would eat up all the profit, and the treasury. so 5M as a hard limit is incredibly high honestly, most nations don't earn that much in a day.

I assumed the max was 5M total, as it is a daily payout, and it doesn't say 5M per Title/Rank/Player.

What happens if the law treasury limit is more than 75% of the total treasury, does the payout not happen even though there is enough money in the treasury?

maybe what he means by hard limit is the max for any nation is 5M but the limit for nations not earning that much is a percent of encome
