It is a sad situation such as these. Much like when I was in Thailand.
My recommendation is to make a run to a port owning nation. I wasted way too much time trying to rank up in Thailand, and got nothing in the process.

Roberts, I can tell you first hand that it is a very difficult thing to do but not impossible.
If you are really up to the challenge, then I wish you the best and success. If you change your mind, you are more than welcome to join Egypt or any other country that is well established.
