We have to think this way, people today on social welfare may abuse the system, but back in pirate days, people I would think, would be a bit smarter with their gold because there's not much of it around. At least as much as there is money rolling around today.


you underestimate the long and storied history of idiots and fools :D. There's always going to be a sucker who will lose every coin they get in no time, and someone to get that coin from said sucker. Whether they do it in gambling, drinking, stealing etc.

There are many cases where social welfare helped kids born in such families to finish school and make themselves better people. Parents of those kids usually would die young due different addicitions. There were opposite cases aswell but thats why we had option of transporting poor citizens out besides with different port buildings (until buildings are relesead time of which nation controls and invest in social welfare can replace it) nation actually can invest into the port where rich want to live.

I kinda like the idea that different Nations may govern their controlled ports in different ways. And they can set up different taxes and gold shares.
This might be linked in some way to Nation Diplomacy too, perhaps.

agreed. I like that idea a lot, and I think I proposed something like that once. It was basically proposing that 10 gold per npc is the default rate-a nation can choose to raise that rate or lower it, having different effects. Higher taxes means less population growth, and lower taxes equals higher growth. So for a simple example 10gc=normal growth rate. 5Gc=double rate, or perhaps 1.5 multiplier(meaning voodoo like Transport Immigrants boosts pop based on said multiplier) Or 15gc=.75 growth.

Just a basic example, and would need tuning to keep it balanced. But I do think nations should be able to change their tax laws.
