Are you suggesting then, that a pirate would have to "join" a nation through standard mission first. Or would accepting this "Letter" automatically make him a Citizen of said country?

How about a Split Flag allowing either pirate or other national to accept the Letter. Once the "Letter of Marque" has been "fulfilled" then that nation flag drops and you become pirate or your nation flag once more???

I would see the pirate or any player needing to join the issuing nation before they can accept the letter. Through standard missions.

It's easy enough to get back the black afterwards if desired.

Not sure I 100% agree with this... If you are a pirate and a nation is giving you a Letter of Marque to go after someone who did something, they are pardoning you of your past and welcoming you as citizen. I would say accepting a Letter would bypass the 1st mission.

IF that person chooses to rank then they need to go through the standard Military and Noble rank missions.

But back to your original post... They are flying the nations flag of who they are working for as they are now a citizen of that nation.

I could see that working and making sense as well. Provided that once offered "and" accepted, the pirate becomes a basic citizen of the nation. :y

Let’s say Bermuda puts a letter out for Banger as Banger has 5000+ hostility toward them.

The letter is accepted and Banger now becomes the prey of some pirate hunter. Should the hits that come against him from the person who was hired lower his hostility per hit (battle or voodoo)? What’s to stop Bermuda from endless letters against him.

The first post has been updated with a better shape of the idea. Your feedback on this one will be valuable. The sooner we finalize how the letter of the Marque will act, the better.

We chose to include everyone at the Letter, in order to give even more political power to the legitimate King.
