The voodoo that hurts ports will still exist. And this card would not give a "permanent protection" any more than players are "permanently protected" by ordinary mindbars. The card would have to be very expensive and have a long crafting time, to ensure that continous use would be infeasible. It would be to secure temporary protection of a port.
Also, there are some other suggestions for new cards affecting ports, too. Like "Pirate's Bay", a card that boosts trade in a port, a card that makes moving population from a port more profitable, a "Port Purify" etcetera. This card should be seen in light of this as well. A port mindbar could have both offensive and defensive use if all these suggestions are implemented.
