In national forums, where does topic 11 go ? Over time, so many important posts have been lost from sliding into the black hole at the #11 slot

I have heard that some can see these old topics, however I have never been able to see them.

This is a bug. We will fix it ASAP!

Stickies are not possible but by writing a post at the end of this will bump it up.
What you really need though are not more forum powers but something you can edit and display, a declaration of the nation.

Such a declaration, will need to go through a voting. We will sort it out in the near future.

Declaration of the nation - would be very nice
I would like to see something like a welcome page, rules the nation would like nationals to abide by, and rules nationals should follow when dealing with other nations.

ability / requirement to vote these in as official policy would be welcomed.

I would also like to see possibly penalties that could be imposed for not following policy

say withhold percentage or amount of stipend for x number of days
I certainly would expect this would be voted upon.

could be added to the country menu on the upper right
where they would not clutter discussion and would always be accessible

On a mobile device (iOS), when looking at upgrade costs in hideout, the pop up window does not scroll so I can only see upgrade costs of the first 5-6 levels. Is this something that is fixable or just a device issue?

A little attention could be used to clean up the manual ship load/unload sequences.
There are quite a few 'idiosyncrasies in those actions whether loading or unloading.
Also, when in your warehouse loading works great but try to unload 1 fleet when a few fleets are in port. It must be done manually 1 ship at a time.
It is much better with the rework but a few more tweaks would make it great !
