So, to get back on topic:
1) A larger skirmish point storage is needed. This will allow skirmishers to "take breaks" from skirmishing and do other stuff without having to calculate in the "lost skirmish", which may cause them to decide the "other stuff" is not worth it. This also does not really improve skirmishing significantly.
2) Reducing the turn cost from 4 turns to 2 turns DOES improve skirmish. I fear maybe too much. Will this make skirmish better than plundering in most cases? Is it change necessary to make the max level of Skirmish tech make sense? I'm not sure about this one. I think it may give too much to the skirmishers. If it is to be introduced, perhaps it should come with a cost (like a voodoo card or new tech), but that makes the discussion more complicated.
3) Changing (read: Increasing) the evasion chance is not a good idea. It will ruin skirmish completely for those who don't have max piracy tech and experience with skirmish. It may also cause the skirmishers to deliberately target inexperienced players, which may be bad for recruitment to the game. Being skirmished five times a day as a veteran with 80 fleets hardly matters. Being skirmished five times a day when you have five fleets and are trying to learn the game is something else. This is a completely unnecessary rule change. Were it not for the max five skirmish per target limit, things would be different - this would indeed be a necessity. I do NOT suggest removing this limit, though. But I DO suggest we keep the evasion chance as it is today.
