I'm pretty sure a ton if nations would constantly be a t war with other nations

I strongly oppose using hostility for such things. In my opinion, declaring war should be an active decicion by the council. And if a nation wants to punish a player with high hostility towards their nation, they should put up bounty or go after those players themselves (*cough* or hire someone to hit them *cough*).

If plunders or skirmishes are even a small part of your daily routine, the hostility rating towards the large nations are bound to skyrocket. Using myself as an example:

1. Egypt Egypt 1709
2. Isle of Man Isle of Man 585
3. Bermuda Bermuda 485

And that was only the top 3.

it would be fun though.
join Egypt, beat up some poor Spanish traders and start a war between 2 nations. then leave Egypt to join kind and gentle Iom and start their war with USA.

The King should be allowed to ( hang / expel) a player who gets to much hostility towards another nation.
This player should become a Pirate.
A Pirate does not have access to any nations port unless He/she has a letter of mercy from a ports owners King.
The history way to hire a buccaneer :)
Pirates should have a pirate's heaven.
One of the small isolated Islands. (maybe between Vaasburg and Thorakas)
This should be the only place a pirate could have a Hideout. ( Auto Matic move when becoming pirate)
(Trading routes not possible. Its not a port)
Since pirates would not be allowed to enter any port (without letter of mercy)
There only way of getting building materials and crew members should be from plunder.
It should be painful to be expelled from a nation.
Another way of feeling the gallows rope :)

If they cant enter the port; Then how can they plunder materials if the fleets are in the port to attack?

You have me very confused.

Sounds to me, if this was your game; It would not have pirates.

check urban legends voodoo card, anyone can start war between 2 nations with this card under your proposal.

How would they plunder the fleets materials if they cant reach the ports that the fleets are in?

To attack someone, you have to be in a port

To skirmish someone, you have to be in a port.
