That's wrong. Only a few voodoo cards "linger", and remain active. Of course, you could then argue that "lingering" Legendary voodoo would be meaningless. I'd disagree with that, too. First, the player (or his guild) must notice the voodoo and be able to react. Like with FFJ, there are ways to get some minimum effect even against an active guild. Secondly, you could "lock it in" with mindbars. Or perhaps even an "improved, legendary mindbar". So I think it is in no way obvious that all Legendary cards should be immune to Purify and Serenity.
If the admins decide that they should be, then that's their decicion, and a card like this one will be needed, I agree with that. However, there is also the option of making only specific cards immune to serenity/purify (give them a "resist" ability - doesn't even have to be 100%). There are lots of options.
