Skirmish Insurance is another thing. The Helpfile for Skirmish explains what happens to Skirmish bounty. Skirmish Insurance applies after this and how it works is not described on that page but on Law Page.

It should be cast. Cast is the correct way for multiple tenses of itself.
i.e. "I will cast this on you if you don't give me 1,000,000 gold!"
and "I warned you! Now I have cast Hostile Natives on you!"
"The Oxford English Dictionary records casted as being used as the past tense of cast during the Middle English period. The latest citation showing its use is dated 1526." And assuming this game is in the late 1600's and early 1700's (Golden Age of Piracy) it makes sense to say cast rather than casted.
I prefer we keep it casted, only because it helps in quick realization that this is not happening now but is a past event (so the user can realize to check the time quicker).
