So, how does this REALLY work? The description simply says "Target player cannot enter any bank".

I ASSUME that means that the target may neither deposit nor withdraw any funds. But does it mean anything ELSE? Dose it for instance prevent the target from applying for loans? Does it prevent the target from paying down on his loans? Does it prevent the target from exchanging gold and credits? How does it affect the target if the target owns a bank - is he then prevented from any action or observation in his own bank for the duration of the Blacklist?

Person can't enter any bank for the time of duration. He can't exchange gold to credits or vice versa. If he is on autopay he'll be able to pay his loans. Applying for one I believe he can do that but he can't withdraw any money from it. About his bank I don't know I guess he can enter and observe but can't withdraw or deposit any money there

You can't even observe the bank when under its effects. From personal experience, you are not allowed to view any bank page

Only auto pay of loan works during its effects. You cannot change its settings though.

1) Blocks you from all setting of your banks. From overview, everything.
2) If you pay loads manually, you can not make the payment on the loan. Auto pay will pay for you.
3) You can still request loans
4) Cannot open the credit to gold trade market.
5) Cannot accept a loan offer.

While on it, perhaps it needs a smaller turn cost?

Edit: I just spotted this forthcoming update:
1)New card ability: Avenge
Card effect is multiplied by X against targets who have used more than 2 voodoo cards in the last 24 hours against the caster.

Avenge Ability will be added to the following existing cards:
-Blacklist: Avenge 2

So we are fine.

Hmm, so I can't stop someone from auto-paying their loans, then. Too bad...
