What's your point? Players have attacked each other and then joined teams. There is no rule against players that were once enemies or once allies to now be the opposite.

A player does not have to have a reason to attack another. As long as the battle isn't arranged, any player can plunder any other non-guildmate for any reason of their choosing.

You don't have to recall anything, as you aren't the arbitrator of what is acceptable game play. There is nothing wrong with a player plundering another players ships. There is also nothing wrong with said player joining the same nation as the player who stole their ships. There is also nothing wrong with a player who is a seasoned veteran, from providing assistance or a opportunity to the newer player to get their ships back. You attacking someone, or someone attacking you doesn't make you mortal enemies.

New comers joining you no matter if you attack them or not. No matter if you take advantage of them. This is a first time for me to see such a thing, someone to not care for his personal growth in a game that you click to play only so you grow and can enjoy all the aspects of the game.
What is your point? Hightop and Ravanna are not the same players and aren't going to play the game the same as each other nor the same as you do. They have different goals, priorities, perceived risks, play styles, personalities, reactions, etc.
So all these accounts must be multis because they joined USVI? New players tend to flock to the largest nations. Players in general tend to flock to nations that have many solid players and control several ports. Solid nations with good players provide inherent protections and reduced risks.
There is also the point that given the nature of the players within USVI to raid and plunder, and that attacking nation members has drawbacks, some players may find it as a good means to reduce the risk of being the target by siding with those choosing the targets.
